Children In Need Of Treatment (CINOT)
Healthy Smiles Ontario
Healthy Smiles Ontario - A new, no cost dental program for children 17 and under who do not have access to any dental coverage and who meet the program’s eligibility requirements.
The program covers a full range of dental services including check-ups, cleaning, fillings, x-rays, scaling and more. It does not cover cosmetic dentistry (such as teeth whitening), orthodontics (such as braces) or urgent/emergency dental services. However, an urgent or emergency oral health issue for kids 17 and under may be covered through the Children In Need of Treatment (CINOT) program offered by the health unit.
Children 17 and under may be eligible if:
- they are residents of Ontario;
- they are members of a household with an Adjusted Family Net Income of $20,000 per year or below; and,
- they do not have access to any form of dental coverage (including other government-funded programs, like Ontario Works).
Children eligible for the Healthy Smiles Ontario program may receive care through participating dental care providers. We also offer a new full service clinic that is open in Barrie as well as a mobile clinic that visits local communities throughout the year. Screening Program
Elementary School Students:
Oral health staff visit all elementary schools in Simcoe County and the District of Muskoka. All students in grades JK, SK, 2 and 8 receive a dental screening. Children in other grades may be screened in follow up from last year or by parent request. We collect additional information about children’s oral health for local and provincial planning.
The screening consists of a quick look into the mouth by a registered dental hygienist using a sterilized mouth mirror for each child. Parents are notified in advance of the screening date by letter and school newsletter. Parents are notified if the child needs to see a dentist or if they would benefit from preventive services provided by the health unit, free of charge.
Financial assistance is available through Children in Need of Treatment (CINOT) Program if the cost of required treatment would represent a financial hardship to the family.
Secondary School Students/others 17 years and under:
Teens, 17 years and under may schedule a dental screening appointment at one of the health unit offices. Financial assistance is available through Children in Need of Treatment (CINOT) Program if the cost of required treatment would represent a financial hardship to the family.

Preschool Program
Oral health staff are available to provide education, dental screening and fluoride therapy at various preschool sites including the Ontario Early Years Centers, Moms and Tots groups and day care settings.

Preventive Program
Through the screening program, children are identified for risk of dental disease. Parents are notified of preventive services available at no charge through school or health unit clinics. Services offered include: pit and fissure sealants, fluoride treatments and scaling. A health history and consent form must be completed by the parent before services can be provided.
Children In Need Of Treatment (CINOT)
Children In Need Of Treatment (CINOT) is a provincial program administered by the Health Unit. It provides financial assistance for children up to their 18th birthday if:
- Parents have no dental insurance or other dental coverage,
- Parents cannot afford to take their child to the dentist and
- There is an obvious dental problem that requires immediate attention
