To Provide for the Designation of Senior Leadership Positions

  1. Pursuant to Section 56 (2) of the Health Protection and Promotion Act, the Board of Health may pass a bylaw on any other matter necessary or advisable for the management of the affairs of the Board of Health, and with recognition that:
    1. The Board, as an employer, has an obligation to provide a work environment that supports professional practice and maximizes the use of the knowledge and skills of its employees.
    2. The Ministry of Health has advised the designation of a senior nurse as a Nursing Practice Leader to provide a structured opportunity for nurses to participate in a meaningful way in decisions that affect patient care on both a corporate and operational level.
    3. The Board would extend this designation of a "Senior Leadership" role to those professional groups that are governed by the Regulated Health Professionals Act or other professions that are hired by the Health Unit as required by the Health Protection and Promotion Act.
  2. In this bylaw;
    1. "Act" means the Health Protection and Promotion Act; R.S.O. 1990.
    2. "Board" means the Board of Health for the Simcoe Muskoka District Health Unit.
  3. The Board of Health establishes the role of Senior Leadership Designate for the following professions:
    1. Dentistry
    2. Dental Hygiene
    3. Dietetics
    4. Medicine
    5. Nursing
    6. Health Inspection
  4. The Board of Health further authorizes the Medical Officer of Health to:
    1. appoint staff into these roles;
    2. review performance of staff appointed to these roles; and
    3. withdraw the appointment when necessary.

By-law 2005-09 read a first, second and third time and finally passed this 1st day of April, 2005.
